Defense Secretary Ash Carter speaks with Saudi Arabia's Deputy Crown Prince and Defense Minister Mohammed bin Salman as the secretary arrived for the U.S.-Gulf Cooperation Council Summit in Riyadh, Saudi Arabia, April 20, 2016. Carter visited Saudi Arabia to help accelerate the lasting defeat of the Islamic State of Iraq and the Levant and to participate in the U.S.-GCC Summit. During his April 27, 2016, testimony before the Senate Appropriations defense subcommittee on DoD’s fiscal year 2017 defense budget request, Carter said the budget request recognizes the changing character of war and gives the department the means to change in “fundamental but carefully considered ways” in a new strategic era.
