DoD Government Travel Charge Card Regulations Updated April 1, 2025

On April 1, 2025, the Defense Travel Management Office (DTMO) published an update to the DoD Government Travel Charge Card (GTCC) Regulations with a focus on identifying and preventing potential misuse, abuse, and fraud in the GTCC program.

Key updates include:

  • Clarification that the use of the GTCC is mandatory while in a PCS status.
  • Clarification that the GTCC may not be used to satisfy a government-related debt (such as a DFAS delinquent debt, pay.gov payments, etc.).
  • Updates to the reinstatement process for cards that have been suspended.
  • New appointment letter templates for Component Program Managers (CPMs), Agency Program Coordinators (APCs), Read Only Access (ROA) roles, and Centrally Billed Account (CBA) managers
  • New Visa IntelliLink Compliance Management program training requirement for designated IntelliLink users down to APC HL4 level (your CPM will notify you if you are required to take this training)
