WRIGHT-PATTERSON AIR FORCE BASE, Ohio -- In a ceremony steeped in Air Force tradition, Col. Philip O. Warlick II relinquished command of the 655th Intelligence, Surveillance and Reconnaissance Wing (ISRW) to Col. Jennifer Mulder during a change of command ceremony held at the National Museum of the U.S. Air Force, Dayton, Ohio, April 5, 2025.
The event was presided over by Maj. Gen. Regina A. Sabric, 10th Air Force commander, who praised both leaders for their commitment, character, and significant contributions to the mission of the 655th ISRW.
“Tiny, you’ve led your team well over the last two years,” said Maj. Gen. Sabric. “It’s hard to let go of the guidon. But what makes it easier is when we hand it off to another amazing leader and friend.”
As the incoming commander of the 655th ISRW, Col. Mulder is responsible for the command and control of seven intelligence squadrons in four states. She ensures the training and readiness for more than 550 Air Force Reserve Airmen engaged in highly technical, diverse, and complex ISR mission sets.
Col. Mulder, a graduate of the United States Air Force Academy in 1998, brings a wealth of experience to her new role. With an undergraduate degree in biology and a graduate degree in national security affairs, she entered active duty as an acquisitions officer, gaining expertise in systems integration and space operations. She was a Distinguished Graduate from the Naval Postgraduate School, Defense Language Institute, and the Air Force Intelligence Officer Course. After serving in Korea and as a National Security Agency liaison to JFCC-ISR, she transitioned to the Air Force Reserve in 2008.
As a reservist, Col. Mulder has served in a variety of staff and leadership positions in both the intelligence and security cooperation fields across multiple areas of responsibility. She was a strategic planner on the Joint Staff, a wing inspector general, and has been active in the Air Force Academy Admissions Liaison Officer program for over 10 years.
Prior to assuming command of the 655th ISRW, Col. Mulder was the commander of the 655th ISR Group and the 63rd Intelligence Squadron. With these leadership roles, she is no stranger to the wing and was responsible for the training and readiness of over 550 Air Force Reserve Airmen spread across four states and engaged in complex, high-tech ISR mission sets.
“The last two years being away from the wing has reaffirmed what our wing brings to the fight every day,” Col. Mulder said. “The Department of Defense and joint force will continue to need and expect contributions from our units. From our analytics to targeting capabilities and every-thing else in between.”
The change of command ceremony is a long-standing military tradition that represents the formal transfer of authority and responsibility from one commander to another. The ceremony underscores the continued leadership, mission success, and vision for the future of the wing.
